Title: Systems Engineer II – Network Services
Location: Tulsa, OK
Job Description (JD)
Purpose of the Classification
Under direction, is responsible for evaluating, testing, recommending, implementing, and maintaining data communications hardware for a large Metropolitan Area Network. Assists in administering management and utility applications for the network and conduit systems, analyzing and optimizing network traffic flow, and detecting, isolating, and correcting network errors and outages, along with other related assigned duties.
Essential Tasks
- Installs, configures, and maintains layer-2 and layer-3 network switches, related components, and operating systems
- Designs building and campus networks, including logical and physical structures
- Assists in projects to develop or improve services over the network
- Monitors, analyzes, and optimizes network traffic flow
- Evaluates, tests, recommends, implements, and maintains network management, monitoring, and troubleshooting applications
- Maintains compliance with internal business processes, including configuration and change management
- Evaluates, tests, and recommends new networking technologies
- Researches, evaluates, recommends, implements, and maintains network security according to standards and best practices
- Manages projects as assigned in accordance with established PMO processes
- Assists the Service Desk in troubleshooting and resolving communication issues
- Documents configurations, processes, and procedures for network operations
- Maintains City Fiber (inside and outside plant)
- Assists with managing the City’s downtown Conduit System
- Oversees contract work performed on Conduit System and City Fiber
- Creates network performance reports (scheduled and on request)
- Must report to work on a regular and timely basis

Qualifications
Training and Experience
- Bachelor’s degree in data communications, telecommunications, industrial engineering, mathematics, statistics, or related field
- Coursework in data communications and computer sciences preferred
- Minimum 4 years of experience in data communications
- Equivalent combination of training and experience acceptable
Knowledge, Abilities, and Skills
Networking & Protocols Knowledge:
- TCP/IP, OSPF, VRRP, BGP
- Ethernet, VLANs, MPLS
- DNS, DHCP, SNMP, sFlow
- Wireless: IEEE 802.11, IEEE 802.15, Bluetooth, point-to-point
- VoIP, SCADA, streaming media
Security & Access Control:
- Encryption, VPN
- IEEE 802.1x, PNAC, RADIUS
- Firewalls, ACLs
- Intrusion detection/prevention systems
Infrastructure & Standards:
- Fiber installation (aerial & buried), conduit systems
- NIST 800 series, RFCs
- IT frameworks: ITIL, COBIT
Core Skills:
- Strong analytical and problem-solving skills
- Ability to work independently
- Ability to train junior team members
- Report writing for technical and non-technical audiences
- Project management (planning, milestones, status reporting)
- Excellent customer service and interpersonal skills
Physical Requirements
- Keyboard and telephone usage
- Frequent lifting up to 20 lbs
- Occasional lifting/carrying/pushing/pulling up to 60 lbs
- Activities may include sitting, walking, standing, bending, climbing, etc.
- Adequate vision, speech, and hearing required
Licenses and Certifications
- Preferred: Brocade IP, Avaya, HP, Juniper, Cisco, Alcatel, or Extreme certifications
- Acceptable: CompTIA Network+ or equivalent
- Preferred: CISSP or GIAC
- Must obtain relevant network certification for City’s core/edge equipment within 1 year
